- Top districts: Kurukshetra, Yamunanagar and Ambala lead on arrival-to-auction ratios.
Government agencies in Haryana have procured 15.52 lakh metric tonnes of paddy so far this kharif season, about 27% of the 58 LMT target set by the Centre for 2026-27, and paid ₹1,221 crore to farmers.
The figures were shared at a review meeting chaired by Chief Secretary Anurag Rastogi, who directed Deputy Commissioners to remove bottlenecks and speed up procurement and lifting.
Procurement at a Glance
| Stage | Quantity (LMT) |
|---|---|
| Arrived in mandis | 21.27 |
| Purchased | 15.52 |
| Lifted from mandis | 7.69 |
| Season target | 58 |
Why It Matters: The Lifting Bottleneck
The numbers point to a familiar problem. Of the 15.52 LMT purchased, only 7.69 LMT has been lifted, about 50%. The rest is still lying in mandis.
Slow lifting has real consequences. Mandis get crowded, leaving less space for new arrivals; grain stored in the open is at risk from rain and moisture; and farmers waiting with fresh harvests may face delays in selling. That’s why the Chief Secretary’s focus on coordination between agencies, transporters and rice millers is so important as arrivals peak in the coming weeks.
Payments are another area to watch. ₹1,221 crore is a significant amount, but at minimum support price levels, the value of 15.52 LMT of paddy would be well above that, which suggests a large share of payments is still in the pipeline. Timely payment remains one of farmers’ biggest concerns during procurement.
District Performance
| Indicator | Top districts | State average |
|---|---|---|
| Arrival to auction | Kurukshetra 88.2%, Yamunanagar 81.8%, Ambala 80.7% | 74.7% |
| Auction to purchase | Panchkula 93.7%, Kurukshetra 92.4%, Kaithal 90.9% | 86% |
| Auction to lifting | Panchkula 57.1%, Kurukshetra 55%, Kaithal 52.2% | – |
Kurukshetra stands out as one of the best performers across all three measures.
Focus Areas
The review emphasised transparent weighing and moisture testing, smooth gate-pass processing, digital verification and efficient documentation at procurement centres.
The Bottom Line
Haryana’s paddy procurement is moving at a steady pace. The test now is lifting and payments: clearing the mandis and getting money to farmers as quickly as the grain arrives.
