AP Legislature Monsoon Session Begins Amid YSRCP Boycott

Assembly Boycott and Speaker's Stance

The session opens under a familiar political shadow as the YSR Congress Party (YSRCP), the state’s primary opposition force, reiterated its stance to boycott Assembly proceedings. The party continues to protest the denial of official Leader of Opposition (LoP) status to former Chief Minister Y.S. Jagan Mohan Reddy.

Addressing legislative preparedness on Sunday, Assembly Speaker Chintakayala Ayyanna Patraudu confirmed that administrative and security arrangements were fully operational. Patraudu directly urged the opposition to reconsider its legislative absence.

"It is the fundamental responsibility of Y.S. Jagan Mohan Reddy and all elected YSRCP legislators to attend the House and voice constituent concerns," Speaker Patraudu stated. "If opposition members attend and table public issues, I will personally ensure comprehensive responses from the respective cabinet ministers."

Patraudu’s remarks follow his recent public critique regarding legislative attendance, where he questioned whether unseated or absent members should draw state salaries. He suggested national policy discussions should consider statutory frameworks linking compensation to active participation in legislative sessions.

Opposition Strategy in the Legislative Council

Despite stepping away from the floor of the Legislative Assembly, YSRCP leadership confirmed plans to leverage its numerical strength inside the Upper House. During an address to party legislators on August 12, Jagan Mohan Reddy instructed YSRCP Members of the Legislative Council (MLCs) to challenge the ruling National Democratic Alliance (NDA) coalition, led by Chief Minister N. Chandrababu Naidu, on several policy fronts.

"Without official recognition as the Leader of the Opposition, entering the Assembly limits our ability to hold the executive accountable," Jagan Mohan Reddy told party members. "However, given our strength in the Council, our members must serve as the voice of the public and rigorously highlight governance lapses."

Core Policy Flashpoints

The opposition's agenda in the Legislative Council will focus heavily on human resource allocations and state educational spending:

• Teacher Recruitment (Mega DSC-2025): The YSRCP intends to demand an independent Investigation into alleged administrative irregularities, sports quota re-allocations, and procedural shifts in the recent teacher recruitment drive. Opposition leaders have repeatedly called for a Central Bureau of Investigation (CBI) probe into the handling of the portfolio by Education Minister Nara Lokesh.

• Student Welfare Schemes: The opposition plans to table motions regarding structural delays in the implementation of the Vasathi Deevena hostel support scheme and pending fee reimbursement allocations. According to YSRCP estimates, backlogged liabilities across 13 quarterly cycles have accumulated to over ₹9,100 crore in tuition assistance and ₹3,300 crore in housing grants.

With the ruling coalition preparing to table key legislative bills and discuss seasonal relief measures for agrarian distress, the session promises high-stakes debate across both chambers.
